The are of course differing opinions on exactly where each switch should be as the car changed over the years plus owners did what they wanted. Looks like you will need to visit a breakers like we all had to do.
Try googling Rover breakers, you might find someone has it sitting on the shelf.
There would be details on how to shorten it in our club magazine.

Simon are you not having an indicator stalk with horn button ( VW item) That gives you a self cancelling facility rather than having to operate a switch on the dash. Suggest you check on the distance of gauge body relative to the A frame bar. Remember they angle down slightly and I assume you will have a capillary connection on the water and oil temp gauges.
